The chart shows the 20 highest latest reported country or economy values. The full ranking remains in the searchable table.

Top 20 reported values

Lower secondary completion rate, total (% of relevant age group), latest reported year

Values above 100% can appear in reported completion-rate series because numerator timing, late completion, demographic denominators, and modelled estimates do not always align perfectly within one reference cohort.

Chart analysis
  • Monaco has the highest reported latest value at 148.09% in 2024.
  • Hong Kong SAR, China and Poland are the only other entries above 125% in the chart.
  • The top 20 all report values above 101%, so the chart should be read as a reported indicator ranking rather than a literal ceiling measure.
  • Small states and economies appear frequently among the highest reported values, which can reflect cohort-size sensitivity and reporting timing.

Table analysis
  • The ranking covers 197 countries and economies with reported latest values in the WDI/UIS lower secondary completion series.
  • 30 entries report values of 100% or higher; these values need source-definition caution because completion-rate series can exceed 100.
  • 63 entries fall between 90% and 99.9%.
  • 38 entries fall between 75% and 89.9%.
  • 27 entries fall between 50% and 74.9%.
  • 39 entries report values below 50%.
  • The table mixes source years because the ranking uses each country or economy’s latest available reported value, not one common reference year.
  • The oldest source year in the table is 1986; the newest source year is 2024.

World Completion Trend Since 2000

The global series uses UNESCO/GEM and World Bank Gender Data Portal values for total lower secondary completion.

World lower secondary completion trend

Total completion rate, selected years

The global lower secondary completion rate rose from about 60% in 2000 to 77.9% in 2024, a change of 17.9 percentage points.

Trend analysis
  • The world lower secondary completion rate increased from 60.0% in 2000 to 77.9% in 2024.
  • The change from 2015 to 2024 is about +4.9 percentage points.
  • The 2020 to 2024 values remain in a narrow range from 77.2% to 77.9%.
  • The global trend describes completion, not learning outcomes or school quality.

  • The latest reported global value is 77.9% in 2024.
  • The selected recent annual values show limited movement after 2020, with all values between 77.2% and 77.9%.

Distribution by Reported Completion Band

Band counts are page-level calculations from the 197 latest reported country and economy rows.

Country and economy count by completion band

Latest reported lower secondary completion values

The largest band is 90-99.9%, with 63 reported countries and economies.

Distribution analysis
  • 63 entries fall in the 90-99.9% band, the largest group in the table.
  • 39 entries fall below 50%.
  • 30 entries report values of 100% or higher.
  • The distribution is based on latest reported country values, so the source year varies by country or economy.

Completion Rate Reading Notes

Interpretation rules for ranked completion-rate data.

Ranking Basis

Rank is based only on the WDI/UIS lower secondary completion rate, total (% of relevant age group), using each economy’s latest reported year.

Source-Year Variation

Country values are not all from 2024. Some economies have older latest reported values, so the year column is part of the metric.

Values Above 100%

Completion-rate values can exceed 100 in reported series because of late completion, small denominator sensitivity, migration, or model and census timing.

What the Indicator Excludes

The completion rate measures reaching the last grade of lower secondary education. It does not measure learning proficiency, school quality, or labour-market outcomes.

Source and Methodology

Main data source World Bank World Development Indicators, indicator SE.SEC.CMPT.LO.ZS, sourced from UNESCO Institute for Statistics.
Indicator definition Lower secondary completion rate, total (% of relevant age group).
UNESCO source UNESCO UIS and GEM Report completion-rate material, including completion rate definitions and completion rate estimates.
Historical source UNESCO 2026 GEM Report monitoring notes and World Bank Gender Data Portal trend values for world total completion.
Coverage 197 reported countries and economies with latest available WDI/UIS values in the extracted country series.
Unit Percent of the relevant age group.
Reference age group UNESCO defines timely completion as the cohort aged 3-5 years above the official age for completing the education level.
Rounding Country values are rounded to two decimal places in the table; world trend values are rounded to one decimal place.
Missing data handling Countries or economies without a reported latest value in the selected WDI/UIS series are not assigned estimated values in the ranking.
Page-level calculations Bands, rank order, band counts, and percentage-point changes are calculated from the visible values and source-reported global anchors.

The country ranking uses the latest available reported value for each country or economy, so rows are not restricted to a single common year. The global trend uses UNESCO/GEM long-run statements and World Bank Gender Data Portal annual world values where visible. The ranking is indicator-specific and should not be read as an education-system quality score.

Methodological Safety Note

The 2026 edition does not mean the country values are 2026 measurements. Completion rates are source-reported estimates for the latest available year shown in each row. The indicator ranks completion at the lower secondary level only; it does not establish causes, measure learning outcomes, or compare full education-system performance.
