Values Above 100%
Completion-rate values can exceed 100 in reported series because of late completion, small denominator sensitivity, migration, or model and census timing.
What the Indicator Excludes
The completion rate measures reaching the last grade of lower secondary education. It does not measure learning proficiency, school quality, or labour-market outcomes.

The country ranking uses the latest available reported value for each country or economy, so rows are not restricted to a single common year. The global trend uses UNESCO/GEM long-run statements and World Bank Gender Data Portal annual world values where visible. The ranking is indicator-specific and should not be read as an education-system quality score.

The 2026 edition does not mean the country values are 2026 measurements. Completion rates are source-reported estimates for the latest available year shown in each row. The indicator ranks completion at the lower secondary level only; it does not establish causes, measure learning outcomes, or compare full education-system performance.
