Table analysis
- The matrix includes 210 countries/economies with at least one selected WDI education value.
- 162 countries/economies report all five selected indicators; remaining rows retain partial coverage without imputed values.
- Adult literacy has the narrowest current coverage in the matrix with 170 reported economies.
- Primary gross enrollment has the widest coverage with 209 reported economies.
- The latest source year range across selected country cells is 1970–2025, because indicators and countries update on different reporting cycles.
- The lowest reported adult literacy value in the selected matrix is 26.8% for South Sudan, with source year 2008.
Long-Run Global Indicator Trend
World aggregate anchor years show long-run movement for the selected WDI/UIS series where annual data are available.
World education indicators, 2000–2024
Adult literacy and gross enrollment rates shown as WDI world aggregates.
Primary, secondary, and tertiary indicators are gross enrollment ratios; adult literacy is a population rate for ages 15 and above.
Trend analysis
- World adult literacy rose from 81.1% in 2000 to 87.7% in 2024.
- World secondary gross enrollment increased from 59.5% in 2000 to 77.3% in 2024.
- World tertiary gross enrollment more than doubled from 19.5% in 2000 to 43.6% in 2024.
- World primary gross enrollment remained near universal on the gross-ratio scale, moving from 99.1% in 2000 to 102.2% in 2024.

Historical table analysis
- The largest world aggregate movement since 2000 is in tertiary gross enrollment: +24.1 percentage points.
- Government education expenditure as a share of GDP has a latest world aggregate of 3.57% GDP for 2023, below the 2020 anchor value of 4.34% GDP.
- The trend table uses world aggregates, not simple averages of country rows.
Highest latest reported government education expenditure shares
Top 15 countries/economies by education expenditure as % of GDP, source years from 2020 onward.
Spending values are fiscal-data shares of GDP and are not learning-outcome rankings.
Spending analysis
- Kiribati has the highest value in the chart at 16.39% of GDP for 2023.
- The chart’s top-to-15th spread is 9.56 percentage points of GDP.
- Several high expenditure shares are reported by small economies; country size is not adjusted in this chart.
Indicator Coverage and Source-Year Matrix
Coverage varies by indicator because national surveys, administrative reporting, and fiscal reporting update on different schedules.
| Indicator | Code | Unit | Reported economies | Year span | Median latest value |
|---|---|---|---|---|---|
| Adult literacy | SE.ADT.LITR.ZS | % | 170 | 1970–2024 | 93.9% |
| Primary GER | SE.PRM.ENRR | % | 209 | 1989–2025 | 100.4% |
| Secondary GER | SE.SEC.ENRR | % | 208 | 1986–2025 | 91.3% |
| Tertiary GER | SE.TER.ENRR | % | 203 | 1986–2025 | 38.5% |
| Education spending | SE.XPD.TOTL.GD.ZS | % of GDP | 203 | 1989–2025 | 4.10% GDP |
Source-year analysis
- Primary, secondary, tertiary, and spending indicators each cover more than 200 countries/economies in the selected latest-value matrix.
- Adult literacy coverage is lower because many high-income systems do not report recent survey-based literacy rates through the same source series.
- Median values are calculated from the visible country/economy rows, not from World Bank regional aggregates.
Indicator Interpretation Notes
The selected indicators measure different parts of the education system and should not be merged into a synthetic score.
Access indicators
Primary, secondary, and tertiary gross enrollment ratios measure participation relative to the official school-age population for each level. They do not measure completion.
Outcome indicator
Adult literacy is a population measure for people ages 15 and above. Reporting often depends on census or survey cycles.
Input indicator
Government education expenditure as % of GDP reflects public fiscal effort relative to economic output. It is not adjusted for price levels or student counts.
Coverage limits
Not reported cells remain blank of values by design. Different source years can appear in the same country row when indicators are updated at different times.
Source and Methodology
Latest values are selected by scanning each WDI series from the most recent available year backward. No missing country value is estimated. Gross enrollment ratios can exceed 100% because total enrollment may include learners outside the official age group for the education level. The historical trend table uses WDI world aggregate series rather than country-row averages.
Values are not a unified education ranking. Literacy, enrollment, and expenditure measure different dimensions, and different source years appear across countries. The table is a latest-available indicator matrix and should not be read as a causal comparison between spending and outcomes.
